When I was growing up my sister and all her friends were seeing men out of high school since the age of 14. My parents had no idea since they worked late. She would sneak out after we came home from school. I asked her about it now with the R. Kelly documentary and she says she wasn't a victim and that she knew what she was doing. I believe that any grown man going after someone that young has a problem but if the teenager is being fast and fine with it, is it okay to blame the teen somewhat?

Even if they say yes or pursue a grown man, a 14 year old isn’t ready to make that kind of decision because they lack the emotional maturity to understand the significance.
A 10 year old would say yes if you asked them if they were responsible enough to have a gun because a 10 year old is a fucking idiot. What do they know.
It all falls back on the grownup to be a grownup and not take advantage.
What you need to do is ask your sister if shed fuck a 14 year old being an adult, see if that opens her eyes
